After the meeting between Kuomintang Chair Elizabeth Chu and Communist Party General Secretary Xi Jinping, mainland China announced 10 cross-strait exchange measures on Sunday (April 12), including promoting water and electricity connections between coastal Fujian and Kinmen and Matsu, and restarting free travel for residents of Shanghai and Fujian to Taiwan. The Taiwan government sternly criticized, stating that any exchange arrangement should not come with political preconditions, nor should it become a bargaining chip for political transactions of a specific party.
