China, being the world's second-largest sugar consumer, imports up to 5 million tons of sugar annually due to its high domestic consumption. Russia is a key supplier of sugar to China, and China also imports significant amounts of beet pulp, with Russia being the fourth largest exporter of beet pulp to China. The Union of Sugar Producers of Russia sees China as a lucrative market for sugar and sugar-containing product exports. Currently, Russian sugar factories are capable of producing extra quality sugar, and the main barrier to sugar exports to China is high logistics costs. In the next 1-2 years, it is expected that additional Russian sugar factories will obtain the necessary export accreditation for beet pulp. The Chinese market is highly regulated, and new requirements for customs clearance of goods have been introduced due to the COVID-19 pandemic. Agroexport, the World Bank, and industry experts have developed export guides to facilitate the entry of Russian sugar producers into the Chinese market.
