Export of soybeans and rapeseed in 2025–2026: key restrictions and opportunities

Experts from the All-Ukrainian Agrarian Council (UAC) within the framework of a project to support affected agricultural producers in partnership with the international humanitarian organization Mercy Corps have prepared an information digest on the application of the monitoring mechanism for compliance with data on the origin of goods, specifically soybeans and rapeseed. The document explains how information from expert opinions of the Trade and Industry Chamber of Ukraine or a regional trade and industry chamber aligns with the data from the State Agrarian Registry (SAR), approved by the Decree of the Cabinet of Ministers of Ukraine No. 1570 of December 3, 2025, and also clarifies the procedure for submitting applications to the SAR and the application of requirements during the export of soybeans and rapeseed.
