A scandal is emerging in Kenya's Ministry of Agriculture regarding the maize subsidy program, with millers allegedly being awarded different contracts leading to concerns about financial irregularities. The National Assembly Committee on Agriculture discovered that millers under the Grain Owners Millers Association were required to distribute subsidized maize flour at a set price to consumers, while those under the Cereal Millers Association were not. The contracts and the amount of money allocated for the program have significant variance, with the Ministry of Agriculture citing errors and double invoices. The Attorney General's office has been called upon to clarify which contract is authentic.
