Philippine Coast Guard officials say the barrier was discovered Thursday near Scarborough Shoal. They say Philippine fishing boats were unable to pass through and blame China for its large vessels surrounding the ship, which belongs to the Philippine government. Scarborough Shoal is part of Manila's exclusive economic zone, but has been effectively under Beijing's control since 2012. In 2016, an international arbitration court ruled that China had violated the Philippines' fishing rights.
