Bolivia's quinoa exports have seen a significant decrease in both value and volume, falling from $196.6 million in 2014 to $61.7 million in 2021. This decline is attributed to lower prices, increased competition, and smuggling of Bolivian quinoa into Peru, which has now surpassed Bolivia as the leading producer and exporter of the grain. Despite Bolivia's quinoa having organic certification and a fair price certificate in the European Union, it is not as competitive in major markets like the United States and China. The government is planning to reinvest $60 million to establish an industrial plant with a production capacity of 7,000 tons of quinoa products annually, aiming to increase the value added to the grain and potentially regain the country's leading position in the industry.
