The provincial chapter issued a press release stating, "The rice management stabilization fund was a special policy established to support Jeonnam's agriculture, which was in crisis due to the unprecedented drop in rice prices and frequent disasters in 2001, and to ensure the income stability of farmers. It was the result of the sweat and tears of the farmers." It continued, "The Jeonnam Provincial Government is attempting to abolish the 'rice management stabilization measures' that have been in place for 24 years under the pretext of increasing the farmers' allowance without any consultation with the farmers. We urge the government to transition to a farmer-centered agricultural policy that fairly distributes the farmers' allowance, including to female farmers who are actually engaged in farming." The Jeonnam Provincial Government, while the provincial assembly was reviewing the supplementary budget proposal, reduced other budgets and secured 89 billion won to finalize the budget for the fishermen and farmers' public interest allowance at 624 billion won. On the other hand, the rice management stabilization fund, which was planned to be operated at a scale of 58 billion won, was reduced by 28.5 billion won, leading to continued opposition from farmer organizations.
