Chang Min, director of the Research Center for Economic and National Defense Coordination Development of the National Development and Reform Commission, Professor Xu Dong of the Joint Logistics College of the National Defense University, Li Jianwu, deputy director of the Global Mineral Resources Strategic Research Center of the China Geological Academy, Yuan Shubao, secretary of the Party committee and chairman of the China Ordnance Material Group Co., Ltd., Qian Xingkun, executive director and secretary of the Party committee of the China Petroleum Group Economic and Technology Research Institute, Zhang Yingxin, general manager of China Academy of Standards (Beijing) Inspection and Certification Co., Ltd. of China Research Institute of Standards and Technology, and Wang Yongzhong, a researcher at the Institute of World Economics and Politics of the Chinese Academy of Social Sciences, among 7 experts, were invited to attend the meeting and made key speeches. Qian Yi, Qin Yuyun, and Chen Junsheng, members of the Party committee and vice directors of the National Bureau of Grain and Material Reserves, attended the meeting. Huang Wei, deputy chairman and secretary-general of the National Advisory Committee on Security Policy for Grain and Material Reserves and former vice director of the National Bureau of Grain and Material Reserves, and relevant responsible persons from the Development Planning Department and the Comprehensive Department of National Economy of the National Development and Reform Commission attended the meeting.
The experts attending the meeting, combining in-depth study and implementation of the spirit of the 4th Plenary Session of the 20th CPC Central Committee, combined with their respective research fields and work practices, had an in-depth discussion on the development ideas and work measures in the field of material reserves during the "15th Five-Year Plan" period, and put forward constructive opinions and suggestions on the high-quality formulation of the "15th Five-Year Plan" for the material reserves field.
Liu Huanxin pointed out that the "Proposal of the Central Committee of the Communist Party of China on Formulating the 15th Five-Year Plan for National Economic and Social Development" adopted at the 4th Plenary Session of the 20th CPC Central Committee outlined a grand blueprint for the country's development in the next five years and is a programmatic document guiding national economic and social development. It is necessary to scientifically formulate the "15th Five-Year Plan" for the development of grain and material reserves, consolidate the foundation of national reserves, and ensure the security of food, energy resources, and important industrial chain supply chains.
Liu Huanxin emphasized the need to deeply study and implement the spirit of the 4th Plenary Session of the 20th CPC Central Committee, deeply understand the decisions and deployments of the CPC Central Committee on reserve work, adhere to the balance between development and security, comprehensively analyze the situation faced by the development of material reserves during the "15th Five-Year Plan" period, accurately grasp the phased characteristics of material reserves during the "15th Five-Year Plan" period, focus on promoting the modernization of material reserve capabilities, focus on high-quality development, deeply study and plan major measures and key projects for the development of material reserves during the "15th Five-Year Plan" period, ensure that work has a carrier, promotion has a platform, and implementation has a grasp, and accelerate the construction of a national reserve system that matches the status of a major country.
