Ukraine has introduced licenses for the export of soybeans and sunflower oil to 5 EU countries

The Government of Ukraine adopted Resolution No. 1133 of 10/31/23, which amends Resolution No. 1466 of 12/27/22 “On approval of lists of goods, the export and import of which are subject to licensing, and quotas for 2023.” The document, already published on the government portal, expands the list of goods subject to export to 5 EU countries. If previously only wheat, corn, rapeseed and sunflower seeds were subject to licensing, now the list also includes barley, a mixture of wheat and rye (meslin), oats, soybeans, as well as sunflower, soybean and rapeseed oils and cakes. The document stipulates that applications for licenses to export the goods listed in the resolution will be considered in the manner established by the Ministry of Economy, subject to the additional provision by the applicant-exporter of a valid VAT payer certificate and a certificate of opening a bank account by a non-resident (buyer of the goods).
