In W44 in the oats landscape, on October 31,the Ukrainian Government passed Resolution No. 1133, titled "On approval of lists of goods, the export and import of which are subject to licensing, and quotas for 2023," an amendment to Resolution No. 1466 from December 27, 2022. This updated document extends the list of goods that require export licensing to five European Union (EU) countries. Previously, only wheat, corn, rapeseed, and sunflower seeds were subject to licensing. With this amendment, the list now includes additional products such as barley, a mixture of wheat and rye (meslin), oats, and soybeans, as well as various oils and cakes derived from sunflower, soybean, and rapeseed.

In Brazil, the white oats harvest is reaching its final stages, but the grain quality is disappointing. Some of the crops will not be harvested or will be repurposed for animal feed due to their subpar quality. In the administrative region of Emater/RS-Ascar de Frederico Westphalen, 10% of the area is still in the maturation phase, while 90% has already been harvested. Unfortunately, productivity is 39% lower than initially expected. Many crops that couldn't be harvested experienced lodging caused by heavy rains and strong winds, adversely affecting both grain productivity and quality.
