It is the season when the hands of farmers are busy tilling the fertile land. However, the reality of our countryside is not so bright. Chronic labor shortages due to aging and population decline have now become a pressing issue that threatens the very existence of the local economy, going beyond the problems of individual farms. In this crisis, the news that this year, the number of foreign seasonal workers visiting our Hoengseong County reaches 1,800 is very welcome and fortunate. This is the highest figure ever, and now they have become the most reliable support for Hoengseong agriculture and valuable partners of our community. The number 1,800 does not simply represent an influx of labor. It is the precious footsteps of people who have come from foreign lands, relying solely on their sincerity, to support their families and toil for the food on our tables. Therefore, the most important attitude we should have is sincere "respect and love" for them. It is crucial to recognize that these seasonal workers are not merely tools providing labor but partners working together to solve the labor shortage problem in Hoengseong agriculture. I earnestly appeal to the farm owners to create an environment where these workers can live a humane life and to thoroughly prevent any infringement of their rights so that they can focus on their work with peace of mind. Fair wage payment and adherence to working hours, as well as providing comfortable accommodations and protecting their privacy, are the most basic considerations to help them forget the hardships of living abroad and develop an attachment to our county. Only when Hoengseong is remembered by foreign workers as a "warm place they want to come back to" will the sustainable future of the countryside be assured. Furthermore, it is urgent to eradicate unfair practices during the recruitment process. We must prevent the intervention of unscrupulous brokers who squeeze workers for profit and establish a transparent management system that ensures both farms and workers can feel secure. Additionally, resolving administrative inconveniences is an urgent task that can no longer be postponed. Currently, the farms in our Hoengseong County and foreign workers have to travel to Chuncheon for essential administrative procedures such as visa processes and residence qualification management, etc.
