Representative Park argued, "The province reduced the rice management and safety countermeasure fund and increased the fishermen and farmers' welfare allowance from 600,000 won to 700,000 won per year, but based on the standard of rice-growing households of 1 ha, the rice management and safety countermeasure fund was reduced from 650,000 won to 325,000 won, which is half." Representative Park urged, "Restoring the rice management and safety countermeasure fund is the normalization of Jeonnam Province's administration and the recovery of farmers' hearts. We must immediately restore the rice management and safety countermeasure fund to its original amount through a one-point supplementary budget." When the Jeonnam Provincial Assembly demanded an increase in the fishermen and farmers' welfare allowance while reviewing the supplementary budget proposal, the province used 89 billion won, which was secured by reducing other budgets, to finalize the welfare allowance budget at 624 billion won. In this process, 285 billion won, which is half of the 570 billion won rice management and safety countermeasure fund, was reduced, leading to opposition from farmers' groups.
