In 2018, the "Opinions of the General Office of the State Council on Promoting the Revitalization of the Dairy Industry and Ensuring the Quality and Safety of Dairy Products" were issued, clearly stating the need to "vigorously promote the National Students' Drinking Milk Plan, increase product varieties, ensure quality and safety, and expand the coverage." In 2019, the "Opinions of the State Council on Implementing the Healthy China Initiative" were issued, emphasizing the implementation of the Healthy China strategy.
