This is noteworthy as it signifies that rural areas facing the risk of local extinction and aging are choosing their own future strategies. Muju County has recently formed a dedicated organization and initiated procedures such as drafting a basic plan, revising ordinances, and consulting with central ministries. The goal is not a simple subsidy policy but a 'Muju-type Basic Social' model linked with basic services such as care, education, housing, medical care, and energy.
