Bulgaria is being urged by the European Commission to change the reference year for its transitional national aid for tobacco from 2018. The National Association of Tobacco Producers-2010 (NAT-2010) has proposed a methodology to allow tobacco producers to choose their new reference year without the option to change it. The industry also wants the EC to consider tobacco grown in 2018 for the 2018 and 2019 registration periods. These issues, along with the request for de minimis state aid for 2022, will be discussed in a Tobacco Advisory Council on July 7.
