The Kremlin has stated that the government requires the submission of relevant drafts by December 25 to encourage further expansion of domestic aquatic product processing capacity in Russian enterprises through the introduction of export tariffs, and to establish independent quota auction rules that are not related to the current investment quota obligations. Additionally, the Russian government will continue to encourage the construction of new fishing vessels to expedite the phasing out of older vessels. A spokesperson for the Pacific Cod Association (PCA) told UCN: "The Pacific cod quota for the West Bering Sea region in 2026 has been set at 627,000 tons, and this figure may increase by a further 10%." In the United States, the North Pacific Fisheries Management Council has just approved the 2026 Pacific cod quota, totaling 1,375,000 tons, which is basically the same as last year. The U.S. quota is based on survey data from 2024, and the latest resource survey results for 2025 were not entirely satisfactory, along with the U.S. government shutdown, causing industry concerns about whether the 2026 quota will be fully met. In 2025, the total Russian Pacific cod quota increased from 2,290,000 tons last year to 2,460,000 tons, with the overall quota for 2026 being 2,420,000 tons. As of December 2, the Pacific cod catch in the Far East region reached 2,030,000 tons, basically the same as last year. Ilya Shestakov, Director of the Fisheries Agency of the Russian Federation, stated at the Far East Fisheries Science and Business Committee meeting that the northern part of the Sea of Okhotsk, as the most important Pacific cod fishing area, is expected to have commercial resources not lower than the average level of recent years, with the Sea of Okhotsk Pacific cod quota for 2025 being 1,100,000 tons. As of late November, the quota completion rate for the Sea of Okhotsk was 88%, with an actual catch of 882,000 tons, and it is expected that the quota completion rate will reach 93% before the end of the year. In addition to Pacific cod, Putin has also ordered the Russian government to increase the national procurement of local fish products, focusing on meals for students in the education system, and to formulate new measures for the modernization and upgrading of the fishing fleet by 2036.
