The reduction in exports is largely due to a decline in domestic production, which has led to increased imports of raw sugar by CIS countries like Ukraine, Kazakhstan, Armenia, and Uzbekistan. There is potential for increased sugar imports from Kazakhstan and Azerbaijan, as they do not have duties on raw sugar. If Russia's sugar production remains stable in the coming years, it could lead to a decrease in wholesale prices for sugar and beets in the domestic market.
