Senator proposes amendment for Central Bank to regulate food and meal card operators -

Senator Izalci Lucas (PL-DF) presented an amendment to the PEC of the financial autonomy of the Central Bank (65/2023) in which he proposes that the authority should be responsible for regulating voucher and meal card operators that transact values within the scope of the Workers' Food Program (PAT). The discussion about the regulation of PAT resurfaced at the beginning of this year when the Minister of Finance, Fernando Haddad, cited it as an alternative to reduce food inflation in the short term. At the time, Haddad suggested that this competence would be of the Central Bank, but members of the authority refuted this possibility. In April, the director of Financial System Organization and Resolution of the Central Bank, Renato Gomes, reinforced that the arrangements linked to the program are not systemically important and, therefore, should not be regulated by the authority.
