Spain has been the leading importer of cereals, especially soft wheat, from Ukraine in the EU during the 2023/24 and early 2024/25 campaigns, according to the European Commission. This shift comes as imports by Ukraine's five neighboring Member States have declined. The increase in Spanish imports, which surged in October 2022, was prompted by measures to prevent Ukrainian grain from flooding the markets of EU countries bordering Ukraine. In July 2024, EU imports of Ukrainian wheat dropped to below 400,000 tonnes, with 80% going to Spain. The decrease in Ukrainian cereal and oilseed exports, as forecasted by the International Grains Council, is attributed to lower production.
