Ilya Shestakov, the head of Rosrybolovstvo, has threatened to reconsider fishing contracts for vessels that re-register under different flags. This warning comes amid concerns over production bottlenecks in the sprat industry. Approximately 24-26 vessels involved in the Caspian kilka fishery in Dagestan, producing around 30,000 tons annually, are facing issues such as the Caspian Sea's shallowing, trawl fishing restrictions, and the requirement for onshore processing. Shestakov has proposed uniform regulations across all Caspian countries, modernization of the Makhachkala fishing port, and the introduction of specialized maritime education in Dagestan.
