According to Law No. 141/2025, published in the Official Monitor on July 25, 2025, effective August 1, 2025, Romania will implement significant changes to the value-added tax (VAT) that directly affect the food industry, agricultural production, irrigation, and part of the veterinary sector. Key changes in VAT • The standard VAT rate will increase from 19% to 21%. • All previous reduced rates of 5% and 9% will be replaced by a single reduced rate of 11%. What will be taxed at 11% VAT in the agricultural and food sector From August 1, 2025, the reduced rate will apply to: • Food for humans and animals, including live animals and poultry (exception: alcoholic beverages, non-alcoholic beverages such as juices and non-alcoholic beer, foods with high sugar content over 10 g/100 g — except powdered milk for children, food supplements); • Water supply and sewerage, as well as irrigation water in agriculture; • ...
