The Krasnodar Territory's governor, Veniamin Kondratyev, has announced a significant move to support the region's agro-industrial complex by setting the VAT rate for the sale of all domestic seeds to zero. This initiative, proposed by Dmitry Patrushev, head of the Ministry of Agriculture of Russia, aims to bolster Russian breeders and seed growers, thereby contributing to import substitution. The region is already self-sufficient in seeds for winter and spring wheat, rice, and is planning to extend state support to sunflower and corn seeds. The VAT rate zeroing is expected to allow enterprises to allocate saved funds towards industry development.
