Researcher Lee Ji-min from the Fisheries Economics Research Institute of the Korea Fisheries Promotion Agency argued in a research report the necessity for revisions to Article 28 of the Port Act and Article 35 of the Enforcement Decree of the same Act. This researcher suggested deleting the part of Article 35(1) of the Enforcement Decree of the Port Act that states "the act of capturing or collecting aquatic plants and animals (limited to the capture or collection as fishing under Article 2(2) of the Fisheries Act) or cultivating them" and directly stipulating regulatory actions in Article 28 of the Port Act, while allowing exceptions in situations where the port is used efficiently. Additionally, the researcher questioned whether there is a need to have a separate prohibition of fishing activities in the Port Act.
