City Councilor Kim Hae-won, who proposed the proposal, said, "In the midst of rising agricultural materials and labor costs, the reduction of the rice management safety budget, which serves as a safety net to ensure the minimum survival of small and medium-sized and elderly farmers, is tantamount to declaring the abandonment of rice farming." The proposal is scheduled to be delivered to the Jeonnam Governor, the Chairman of the Jeonnam Provincial Assembly, the heads of local governments in Jeonnam, and the chairmen of local councils. The Jeonnam Provincial Government, while the provincial assembly reviewed the supplementary budget bill, used 89 billion won obtained by reducing other budgets to finalize the public interest allowance budget at 624 billion won after the assembly demanded an increase in the public interest allowance for farmers and fishermen. In the process, 28.5 billion won, half of the 57 billion won rice management safety budget, was reduced, causing opposition from farmer groups.
