A report by a Western think tank on the fishery sector in the South China Sea is ideologically biased and ignores transgressions by the Filipino fishing sector, according to the Chinese language edition of the Global Times, a state-run newspaper. The Global Times discovered the sale of endangered fish and clams during visits to Manila fish markets and attributed the growth of the Filipino fishing fleet to low technology, lack of regulations, and insufficient law enforcement. It claimed that China's sustainable management of South China Sea fisheries is misunderstood and distorted by individual countries, specifically the U.S. and the Philippines, and suggested that Western NGOs and think tanks are drafting research reports to suit the anti-China political ends of the Manila and Washington, D.C. governmental officials.
