Representative Jeong Gil-su of the Jeonnam Provincial Assembly (Together Democratic Party, Muan 1) urged improvements during the 395th 2nd Regular Session Administrative Audit of the 2025 Agro-Fisheries Food Bureau, pointing out structural issues and management system flaws in the black goat industry, which is currently facing difficulties due to a recent price collapse. Representative Jeong Gil-su stated, "These days, the price of black goats has plummeted to half its value, causing serious difficulties for local farmers," and criticized, "The cause of the price drop is not merely a supply and demand issue but also lies in the blind spots of management under the registration system and the abandonment of unlicensed farms." He continued, "Currently, goat farming operates under a registration system rather than a permit system, so small-scale farms with 20 or fewer goats are not even required to register."
