The total project cost is 38.9 billion won, a large-scale public project with funding from the national government, local government, and private investment. The county plans to relocate the Jeonnam Provincial Fruit Research Institute and establish a 100-hectare agricultural research complex in Haenam County, centered around the center. County Mayor Myeong Hyeon-gwan said, "When the Climate Change Response Center and other facilities begin full operation, Haenam is expected to play a key role in solving national tasks, as well as creating jobs and fostering future growth engines to revitalize the local economy."
