(Haenam = Yonhap News) Reporter Jo Geon-yeong = Key facilities to address the national tasks of climate change response and carbon neutrality will be fully established in Haenam County, Jeonnam Province. According to Haenam County on the 15th, the 2026 government budget proposal, which passed the National Assembly earlier this month, includes 50 billion won for the establishment of the 'Agricultural Food Climate Change Response Center' and 60 billion won for the construction cost of the Carbon Neutrality Education Center, with construction set to begin next year. The Agricultural Food Climate Change Response Center, a specialized agency that oversees the performance of agricultural food climate change response tasks in the country, will be directly operated by the Ministry of Agriculture, Food and Rural Affairs, with a total project cost of 59.4 billion won, and will be established on a 3-hectare site in Pyeonghwa-ri, Samsan-myeon, Haenam County. Currently in the detailed design phase, construction is planned to begin in the second half of next year, with the aim of starting operations in 2028. Since Haenam County was finally selected through a 2021 competition, the necessary administrative procedures have been carried out, including a preliminary feasibility study in 2022, the establishment of a basic plan in 2023, and the determination (amendment) of the county management plan last year. The Carbon Neutrality Education Center, which will oversee national carbon neutrality education, has secured 60 billion won in construction costs and is scheduled to begin construction next year and be completed in 2028. The Carbon Neutrality Education Center, which will be located in the Solar City industrial complex in San-i-myeon, Haenam County, is being overseen by the Ministry of Knowledge Economy and designed by the Korea Environment Corporation, with operations to be managed by the Korea Environment Conservation Foundation in the future. The total project cost is 38.9 billion won, a large-scale public project with funding from the national government, local government, and private investment. The county plans to relocate the Jeonnam Provincial Fruit Research Institute and establish a 100-hectare agricultural research complex in Haenam County, centered around the center. County Mayor Myeong Hyeon-gwan said, "When the Climate Change Response Center and other facilities begin full operation, Haenam is expected to play a key role in solving national tasks, as well as creating jobs and fostering future growth engines to revitalize the local economy."
