Phased Quota Allocation
According to the new regulations, fishing activities are divided into two phases:
· Phase One: From August 25 to October 31, the quota is 39,594 tons, accounting for 48%;
· Phase Two: From November 1 to December 31, the quota is 42,432 tons, accounting for 52%.
The total annual catch (including 421,993.93 tons in the first half of the year) is expected to reach around 504,000 tons.
Fishing Arrangements and Vessel Types
For the fishing schedule, the government has set specific start dates for fishing vessels of different carrying capacities:
· Starting August 25: Vessels with a carrying capacity of ≤20 cubic meters can start fishing;
· Starting September 1: Vessels with a carrying capacity of 20–32.6 cubic meters that have participated in and successfully completed the "Giant Squid Operation III" can start fishing;
· Starting September 9: All vessels with a carrying capacity of 20–32.6 cubic meters can start fishing;
· Starting November 1: Vessels with a carrying capacity of ≤20 cubic meters can start the second phase;
· Starting November 16: Vessels with a carrying capacity of 20–32.6 cubic meters can start fishing.
Satellite System and Operation Limits
The new regulations implement differentiated management for vessels with and without a fishery satellite system:
· For vessels without a satellite system:
Less than 10 cubic meters: Single catch limit of 5 tons, with an allowance of 0.5 tons, and 4 operations per month;
10–20 cubic meters: Single catch limit of 8 tons, with an allowance of 1 ton, and 3 operations per month;
More than 20 cubic meters: Single catch limit of 12 tons, with an allowance of 1 ton, and 3 operations per month.
· For vessels with a satellite system:
Less than 10 cubic meters: Single catch limit of 5 tons, with an allowance of 1 ton, and no limit on the number of operations;
10–20 cubic meters: Single catch limit of 8 tons, with an allowance of 2 tons, and no limit on the number of operations;
More than 20 cubic meters: Single catch limit of 12 tons, with an allowance of 2 tons, and no limit on the number of operations.
This system design, while maintaining consistent tonnage limits, grants vessels equipped with a satellite system greater allowances and operational frequency, thereby enhancing regulatory control and resource utilization efficiency.
Fishing and Processing Requirements
In addition to the quota and operational times, the Peruvian government has also set strict requirements for the fishing, transportation, and processing stages:
· Hand-fishing vessels must hold an outbound permit;
· Digital unloading registration must be completed, including information on the fishing area, quantity, destination, and transportation vehicle;
· Uniform registration regulations are set for isothermal vehicles used to transport aquatic resources;
· Processing plants must fulfill two obligations within 48 hours of receiving squid:
1. Report the reception to DGSFS-PA;
2. Ensure that the "unloading form" matches the unloading registration information approved by DGSFS-PA.
This series of management measures aims to ensure the rational allocation and efficient regulation of giant squid resources, avoid overfishing, and meet the production needs of the fishing community.
