The proposed dual model replaces the ICMS with two taxes: the CBS, federal, and the IBS, shared between states and municipalities. In addition, taxation will now occur at the destination of the goods, not at the origin, ending the historic fiscal war between units of the federation. Although the change seeks simplification, the complexity and additional costs of adaptation still concern the sector. "Discussing the Tax Reform in the context of agribusiness is essential, after all, we are facing a change that will affect the entire production chain, from the small producer to the large agribusiness. The sector needs to be prepared to deal with the impacts and opportunities that this new model will bring.
