The Ministry of Agriculture of the Russian Federation has developed a draft of changes to the state program "Comprehensive Development of Rural Territories." It provides for the concentration of federal funding on support rural settlements within rural agglomerations. Recall that support points are, from the authorities' perspective, promising "points on the map," the development of which contributes to achieving national goals. They usually concentrate infrastructure facilities that are used by residents of the surrounding area. To implement the initiative, the ministry has formed a list of 1,800 rural support settlements from 120,000 territories—together they form rural agglomerations. In the context of the ongoing concentration of the population in large cities, one of the key goals of the state program—retaining residents in rural areas—has now been expanded.
