In May 1999, the National Food and Nutrition Advisory Committee proposed to the State Council the suggestion of "forming a leading group headed by the Ministry of Agriculture, together with relevant departments such as the Ministry of Education, to organize and coordinate the efforts of various departments and associations to implement a milk action plan including student milk." In August, the former Ministry of Agriculture issued a "Letter Soliciting Opinions on Implementing the 'Student Milk Plan'" proposing specific implementation plans. On December 22, 1999, the National Science and Technology Education Leading Group Office convened seven ministries (bureaus) to study and reach a consensus on the significant role, basic conditions, basic principles, and work guidelines for implementing the national "Student Milk Drinking Plan," which was then reported to the State Council.
