In W41 in the oats landscape, cereal production in the European Union (EU) for the 2023/24 season is estimated to be around 268.5 million metric tons (mmt), showing a 1% increase from the previous season, despite a 1% reduction in the cultivated area. However, the estimate is lower than initially anticipated due to adverse weather conditions. Notably, oats are expected to experience a significant reduction of 14% compared to the previous season, primarily due to adverse weather conditions like drought in Spain and a combination of drought and heavy rains in the northern EU, impacting major producing regions.

As of October 5, the harvest of grain and leguminous crops in Russia's Bashkiria is nearing completion. These crops were harvested from a total area of 1.7 million hectares (ha), resulting in a gross grain harvest of 3.2 mmt. Oats were harvested from 96.6 thousand ha, with a yield of 1.7 metric tons (mt)/ha, totaling 164 thousand mt.

Polish farmers cultivating various crops, including maize, rye, barley, oats, triticale, cereal mixtures, rapeseed, or turnip rape, and who qualified for agricultural aid based on the conditions set between June 1 and July 31, 2023, but did not receive this aid, are required to submit new applications to access the funding. The deadline for application submission is October 31 of this year. On September 29, the European Commission (EC) approved an additional payment of over USD 139.10 million from the state budget to support cereal and oilseed producers in Poland.
