The issue of taxing shipbuilding subsidies has become a point of contention in the National Assembly. Fishermen find it inconvenient that the shipbuilding subsidies, which have been tax-exempt both legally and by practice for several decades, have become a subject of controversy. The very notion that taxation and non-taxation are decided based on the convenience of the government is deemed abnormal. The National Tax Service announced the taxation of shipbuilding subsidies starting from 2024 shipbuilding subsidies last May, ahead of the comprehensive income tax filing. This has left fishermen, who had been complying with the government policy to promote shipbuilding for resource conservation and maintenance as well as for a sustainable industry, in a lurch. This was done unilaterally without prior notice, system adjustments, or a grace period.
