To ensure meat safety during the Spring Festival holiday and strictly prevent food safety incidents, the Dongguan Animal Disease Prevention and Control Center has optimized a quarantine system, launched a special action, and woven a dense testing network to comprehensively strengthen animal disease prevention, quarantine, and disease monitoring before the holiday, thereby building a robust barrier for citizens' meat safety. Optimizing a quarantine system to enhance the standardization of certification. Strictly adhering to national and provincial animal quarantine work requirements, the "Dongguan Animal and Product Quarantine Paperless Certification System" was upgraded, with a focus on improving the audit mechanism for place-of-origin quarantine. This addressed the issues of certification bottlenecks in slaughter quarantine for pigs, cattle, etc., and improved the accuracy and efficiency of quarantine certification. At the same time, the new version of the quarantine electronic certificate format and declaration forms were updated to ensure the smooth implementation of the new version of the quarantine certificate, achieving full-process standardization and standardization of quarantine work. Launching a special action to enforce the responsibility of the entire supply chain. Combining winter prevention and exemption work, the inspection intensity was increased, and over 40 personnel were dispatched to key towns and streets with a large number of free-range pigs, cattle, sheep, and poultry farms to conduct 15 special flying inspections. This guided farmers to do a good job in preventing major animal diseases before the holiday and in quarantine for animal diseases during the circulation of livestock and poultry trading. A total of 5 breeding sites with hidden dangers were found, and farmers were guided to standardize immunization and establish archives and records to effectively eliminate safety hazards. The "daytime routine inspection + nighttime surprise inspection" mode was adopted, and 3 towns and streets were randomly selected to focus on checking the standardization of place-of-origin quarantine certification, the verification of materials entering the slaughterhouse, the execution of simultaneous quarantine procedures, and the harmless treatment of unqualified products, thereby enforcing the entire supply chain's prevention and control responsibilities from the source to the slaughterhouse. Weaving a dense testing network to strengthen meat safety guarantees. Fully leveraging the role of the "one municipal-level laboratory as the core, five key monitoring points as the support, 12 evaluated laboratories as the backbone, and 20 unevaluated laboratories as the foundation" testing system, the entire city's testing system entered a pre-holiday guarantee state. Since the beginning of the year, the city's testing system has completed a total of 5,386 pre-holiday special tests. Among them, the municipal-level laboratory focused on testing for major diseases such as avian influenza and African swine fever, as well as drug residue in aquatic products. The five key monitoring points assisted in the preliminary screening of major zoonotic diseases, 12 backbone town and street laboratories conducted standardized daily testing, and 20 unevaluated laboratories conducted basic testing within the specified items, forming an efficient and collaborative testing network. The Dongguan Animal Disease Prevention and Control Center has comprehensively built a pre-holiday meat safety defense line through "three ones" measures, providing a strong guarantee for citizens to spend a safe and peaceful Spring Festival holiday.
