Experts from the All-Ukrainian Agrarian Council (UAC) within the framework of a project to support affected agricultural producers in partnership with the international humanitarian organization Mercy Corps have prepared an analytical digest regarding the Decree of the Cabinet of Ministers of Ukraine No. 1541, which determines the procedure for providing partial compensation for the value of property destroyed or damaged as a result of the armed aggression of the Russian Federation, as well as compensation for insurance premiums under war risk insurance contracts. The decree was adopted on November 28, 2025, came into force on November 29, and will be applied from January 1, 2026. It introduces two separate state support mechanisms for businesses, which are of direct importance to agricultural producers operating in conditions of war risks.
