For many years, Japan controlled a large portion of the catch, however, the Portsmouth Treaty of 1905 granted it significant rights to fish off the Russian coast. This spurred Russia to create its own crab industry: in 1907, the first crab cannery was opened in Gaydamak Bay. From 1928, there was a rapid growth in Soviet fishing with the purchase of the first crab boats and innovations in fishing technology, which significantly increased production volumes.
