From June 19, 2023, to June 5, 2025, the EU will regulate the import of Ukrainian oats with a tariff quota under the Deep and Comprehensive Free Trade Area (DCFTA), following a review of autonomous trade measures (ATMs) effective from June 6, 2024. The quota is set at 4,000 tons, with an emergency brake if imports exceed 2,440.56 tons, reverting to most-favored-nation (MFN) duties until the end of 2024. The ATM regulation, which started on June 4, 2022, has positively impacted Ukraine's trade with the EU, maintaining stability despite the war. In 2023, the EU imported 22.8 billion euros worth of goods from Ukraine, slightly down from 24 billion euros in 2021. The ATMs also include emergency brakes for other products like eggs, poultry, sugar, maize, cereals, and honey.
