Sunflower cultivation in Russia has seen a three to four-fold increase over the past 30 years, largely due to foreign seed producers. However, domestic producers still hold a 25% share of Russian selection. Despite being one of the most profitable oilseed crops in Russia, the yield of domestic seeds is 10-15% lower than imported seeds. In 2023, only two Russian hybrids were among the top 10 most popular sunflower hybrids. The Ministry of Agriculture has issued a decree distributing import volumes of agricultural seeds according to quota, favoring foreign companies.
