By 2030, at least 30% of the areas of agricultural crops must be insured, said the First Deputy Minister of Agriculture Elena Fastova during the conference "Agroinvestor" "Agroholdings of Russia – 2025." According to her, this is necessary for agricultural producers, as agroinsurance is risk management. Fastova also noted that as early as the 1930s, 80% of the entire sown area and 80% of all livestock were insured. According to the National Union of Agro Insurers (NSA), in 2025, 47% of the livestock and 19% of the sown areas of agricultural crops for that year's harvest were insured. According to NSA President Kornei Bizhdov, the indicator of agroinsurance penetration in animal husbandry is a guideline for crop production as well, and building effective agroinsurance is impossible without the consolidation of efforts from the state, insurance, and agricultural communities.
