Competition Between High Environmental Value Products vs. Organic Products in France

High environmental value (HVE) was established in 2011 following the Grenelle Environnement in France. It is a label based on a reference system with four indicators such as biodiversity, phytosanitary strategy, fertilisation and irrigation. The HVE label's aim is to have a more sustainable mode of production than conventional agriculture without going as far as organic farming. It remained confidential for almost 10 years, and was reactivated in 2020 at the instigation of the public authorities, who are successfully promoting it. To date, 25,000 farms have benefited from it. However, customers are confused between HVE and organic produce, and consequently have shown less interest in organic produce. Organic producers thus think it is not acceptable to claim the label as "high environmental value“ using a method that imposes only few restrictions, and cannot verify the use of pesticides and synthetic nitrogen fertilisers.
